Connection Speed

Is there any known connection speed level where a low connection speed will
cause an application to not connect to sql server? I periodically have
problems with applications connecting to the sql server and the only thing I
have noticed is that when this is occuring the speed on the network is very
slow. It is about 3200 kbs.It is not an issue of speed, but how much bandwidth is available to your
application.
Connecting to SQL server on a 16kbit modem is possible, not if you are
trying this whilst mail is downloading and you are surfing 5 sites.
I would not try anything slower than 9.6kbit. It might bet irritating.

bandwidth required for connecting? I would like some documentation to show
the higher ups.
Thanks
